Each team Captain shall nominate 11 players and two substitutes. Captains should submit a team Roster to the umpires at least 15 minutes prior to the coin toss. The coin toss may take place anywhere on the field.
The team captain that wins the toss will get to decide if his/her team would like to bat or bowl first and convey their decision to the umpire and opposing team captain immediately.
No player may be exchanged without the consent of the opposing team captain and umpires.
Dress Code of All Players:
Players must wear white uniforms at all grounds.
All footwear must have rubber, flat‐bottomed soles. (No metal studs allowed on the fields.)
All playing attire & footwear in question is subject to the approval of the organizers and/on grounds representatives.
Substitutes:
Substitutes cannot bat or bowl.
If a fielder fails to take the field with his team at the start of the match or leaves the field of play, the umpire must be informed. The fielder must obtain the umpire’s approval to return to the field of play..
If the fielder is absent for longer than 8‐minutes, he/she cannot bowl until he/she has returned to the field the length of playing time of their absence..
Substitute fielders are permitted only in cases of injury, illness or at umpire’s discretion.
Umpires:
Umpires shall preside over the match as dictated by the MCC Cricket laws, 2017 code, 3rd edition and the Outdoor Cricket Festival rules.
The fitness of the ground for play will be assessed by the umpires in consultation with the team captains.
Umpires, at their discretion, can extend the time allowed per inning to reflect playing time lost due to lost balls or player injury.
Ball lost or being unfit for play: If a ball is lost or unfit for play it may be replaced with a ball with a similar amount of wear at the discretion of the umpires and the team captains.
Outdoor Cricket Festival Rules:
Innings ‐ Allotted time is maximum 80 minutes.
Required number of overs is maximum 20 overs.
Fielding team will bowl 10 overs from the same end before changing ends for the remaining 10 overs. Batsmen will change ends after each over.
Innings may be shortened due to weather or penalties as determined by the umpires.
There will be a 10 minute break between innings.
Game Delay:
Batting team will play entitled number of overs regardless of the time taken by the fielding team to complete its overs.
If the batting team causes unnecessary delays, one over shall be deducted from the team’s entitled number of overs for each 4‐minutes of cumulative delay.
Incoming batsman has 1.5 minutes to reach the crease.
Overs started within the allotted time will be completed.
Shortened or interrupted matches:
If playing time is lost due to weather, ground conditions or light, the number of overs to
be bowled by each team will be reduced by the umpires to fit the remaining time. The over reduction will be based on a rate of 1‐over reduction per 4‐minutes of lost time.
Umpires may reduce overs at any time before/during the game as required by playing conditions.
To constitute a match, a minimum of 5‐overs must be bowled in both innings.
Tied Matches:
Tied matches shall be awarded to the team with the fewest wickets lost.
Number of Runs per Batsman:
Batsman will retire at 40 runs but may continue their innings at the end of the batting order.
Number of Overs per Bowler:
Maximum of four overs in an innings.
In a delayed or interrupted match where the overs are reduced for both teams maximum number of overs bowled will not exceed one‐fifth of the total overs allotted.
Where the total overs is not divisible by five, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance. In the event of a bowler being unable to complete an over, the remaining balls will be bowled by another player on the same team.
Bowler’s run ups must not exceed 12 yards. There will be a marked line 12 yards behind the bowling crease at each end.
No Ball:
Current laws for no balls will be applied by the umpires. No underarm bowling or bouncers allowed.
Wide Ball:
All balls bowled outside the leg stump that pass behind the batsman will be called wide.
Field:
30 yard inner circle will be set on the field of play.
Placement of fielders:
No more than (5) fielders on the On Side / Leg Side.
No more than (2) fielders behind the Popping Crease on the On Side/Leg Side.
Minimum of (4) fielders, excluding the wicket keeper and bowler, within the 30 yard inner circle.
First (6) overs only two (2) fielders are permitted outside the 30 yard inner circle.
For the remaining overs a maximum of (5) fielders can be outside the 30 yard inner circle.
Should a team have less than 11 players at any time then the “Inner Circle” rules apply.
In the event that the number of overs is reduced from 20 overs, the field restrictions will be reduced as follows: a)19 – 20 <6> b) 15 – 18 <5> c) 12 – 14 <4> d) 9 – 11 <3> e) 5 – 8 <2>
Festival Penalties:
Unauthorized late arrival of one or both teams causing a delay of game will result in the loss of batting overs for the delaying team(s): 1‐over for every 4‐minutes of delay.
Penalties will be assessed by the match umpires and/or the tournament organizers.
Matches may start with fewer than eleven players present without any reduction in batting overs.
Disputes will be resolved by a committee made up of the captains of the involved teams, at least one tournament organizer and at least one umpire.
A batsman will be given out if a ball hits any building at the match venue on the fly and no runs will be awarded.
The committee of the Philadelphia International Cricket Festival reserves the right to modify or add to these rules at any time.
